The Mayor’s Office of Correspondence and Constituent Services (MOCCS) helps people in Baltimore get help from city departments or local organizations. If someone has a question or problem, they can talk to MOCCS in person, by phone, by mail, or by email.
The MOCCS team listens to the person’s concern and then contacts the right city department to help. They do this on behalf of Mayor Brandon M. Scott. MOCCS doesn't take sides or decide if a concern is right or wrong—they just help get it to the right place. The city department decides what happens next.
MOCCS also takes care of special requests like certificates, proclamations, or greeting letters from the Mayor, which people can ask for on the city’s website.
The Mayor’s Office of Correspondence and Constituent Services (MOCCS) helps residents access services through government agencies or nonprofit service providers when receiving constituent inquiries in-person, via phone, correspondence or email. MOCCS liaisons, acting on behalf of Mayor Brandon M. Scott, record a constituent’s concern(s) and contact the appropriate city agency for action and follow-up. MOCCS liaisons remain neutral and do not judge the validity of any constituent’s concern. City agencies make the final determination on the outcome of any action or service that may be provided by the City of Baltimore. MOOCS is also responsible for completing all ceremonial document requests (certificates of recognition, proclamations, and greeting letters) that are submitted through the city’s website.
